Purpose
St. Cloud Technical & Community College (SCTCC) is a diverse environment of classrooms, offices, laboratories, athletic facilities, recreation and other common areas. Visitors to the college campus are welcomed and encouraged. Appropriate precautions and limitations on visits are necessary to protect health and safety and to maintain productivity of all individuals and to meet regulatory compliance. This policy provides guidance for the presence of minors outside of approved youth activities.
Definition
Child/Children – an individual under the age of 18 who is the dependent of a student or employee.
Minor- an individual under the age of 18 who is participating in the College’s education program or activity.
Unattended Children
No employee, student or visitor to the College shall leave a child unattended at the campus, including in buildings, on campus grounds or in a vehicle, nor should a child be left with a College employee unless that child is enrolled in an authorized program of the College.
Children On the College Premise
Children in public common areas on the College premises must be always supervised and not disruptive of learning and working environments.
Children are not permitted in classrooms. Exceptions may be granted, for a limited period of time, by obtaining prior approval from the faculty member responsible for the class.
Children are not allowed in areas where dangerous equipment is operated and/or where chemicals, cleaning products, solvents or any hazardous products are stored or used.
Children under the age of 18 are allowed on the College premise for College-sponsored tours/events if they are supervised as part of the tour/event and are not disruptive of learning and working environments.
Children In the Workplace
Children shall not be present at an employee’s workplace (e.g. office, classroom, lab, etc.) in lieu of other childcare arrangements during the employee’s work hours. Exceptions may be granted on an emergency basis for a specified and limited period by the appropriate supervisor or designee.
Children on Campus
Parents or guardians are responsible and liable for all injuries sustained or damage caused, by their child while on campus outside of a designated youth activity unless caused by the sole negligence of the institution, its officers, agents, or employees.
Parents and guardians are responsible for ensuring that children behave appropriately while on campus. If, in the view of the faculty or administrator responsible for the class, event, program etc., a child is disruptive, the parent or guardian must remove the child from the situation.
Minors as Enrolled Students
Students under the age of 18 may enroll full or part-time at the College. When they do, FERPA rights shift from their parent/guardian to the student, and privacy protections attach to their education records.
Abuse Involving Minors
In addition to having students who are minors enrolled, the College hosts minors as guests and as participants in youth activities. State law narrowly imposes duties to report certain crimes involving minors, and abuse, to appropriate officials including mental health professionals, medical providers, school counselors, clergy, and law enforcement officers. SCTCC’s protocol is that in addition to fulfilling the requirements of Minnesota state law all employees will also promptly report all suspected child abuse, sexual abuse of minors, and criminal acts by minors to the campus security office without delay. Clery Act reporting offenses for statistical purposes occurs whether victims are minors or adults
